Inner Page Banner Alt Text

I am attempting to make my site accessible for the blind and low vision community. Screen readers require Alt text tags for images. The Inner page banner text is not showing an alt tag even though I have one in the media library for each image. Is this an oversight?
Hi,
The Alt Text is not displayed for the Inner Page Banner image and homepage sections images.
